India to have 13 GW of Solar PV by End of 2016?

Some estimates I read suggest India could have a total solar PV installed capacity of over 13 GW by end of 2016.
Now, this is a much higher number than the installed capacity of 4.3 GW as of end Sep 2015 – in fact three times that number in just about 15 months!

How were these estimates arrived?

It appears that MNRE, the renewable energy ministry, is confident of these numbers based on the number of power purchase agreements being signed across a number of Indian states, as well as PPAs for central solar power allocations.

While there appear to be some delays for solar power projects in India even after PPAs are signed, on account of difficulty in financial closures, the ministry seems to be confident that these will be closed between now and 2015 December.

It will indeed be awesome for a country like India to have over 13 GW by 2016 end, trebling its current installed capacity.
